U Win Thaung and seven other prominent National League for Democracy (NLD) members were arrested at a meeting on 28th of October 1997 in Mayangone township. The meeting, attended by NLD leader Aung San Suu Kyi, was scheduled to take place to discuss the restructuring of the local branch of the party's youth wing. Security forces prevented the meeting from proceeding: they set up barricades preventing supporter from entering the building, and detained a number of supporters. Between 10pm that evening and 2:30 am the following morning, Military Intelligence officers searched the houses of six prominent NLD township leaders and local officials and took them into custody. Among those arrested were the party's divisional organizer, a member of the party's central youth committee and two other MPs-elect.
