1. To continue to develop and support new activist structures that incorporate both AI and non-AI activists.

Working with the National Field Program and other relevant programs, continue to experiment with developing solidarity committees in support of national and regional priorities in two urban areas during year one of the planning cycle, with an addition of two urban areas should there be a successful evaluation of the effort at the end of the first year.

2. To strengthen groups and volunteer leadership structures by creatively utilizing human rights action priorities

a) to develop new methods of organizing that integrate actions of student and local groups,

b) to build and strengthen state structures,

c) to develop specialized membership skills and knowledge and

d) to provide training by staff and volunteers to 50% of our groups and 80% of our volunteers.

3. To increase the capacity of regional membership to engage in effective legislative work on both the national and state levels by recruiting and training 12 (total) state legislative coordinators and developing state level legislative urgent action networks.

4. To develop and disseminate innovative human rights educational materials that promote an awareness of the full range of civil, political, social, economic and cultural rights, which link those rights to an understanding of identity-based human rights violations.

A special emphasis will be on developing materials and public educational programs that highlight violations against women and children, and racial and ethnic minority groups.

5. To strengthen and build the capacity of the membership by designing and implementing a quality membership-training program that supports national and regional action and organizing priorities.

6. To support anti-death penalty field organizing projects in 3 targeted states that will both contribute to the ongoing development of the region's activist base as we as the furtherance of national and regional action goals.

7. To implement AIUSA's Multicultural Organizational Development Plan.

8. To recruit local media coordinators for the major urban areas of the region
and provide training opportunities for
a) local media coordinators,
b) volunteer leaders and
c) Southern Regional Office staff.
